Black Ballots, Broken Promises
How Black Voters Built American Democracy — And How the Playbook Keeps Trying to Erase It

On April 29, 2026 — eleven weeks before America's 250th birthday — the Supreme Court stripped the Voting Rights Act of its last enforcement mechanism. The law John Lewis bled for on the Edmund Pettus Bridge is gone. Black Ballots, Broken Promises documents the 160-year pattern that made that moment inevitable — and the 160-year resistance that refused to accept it.

The Story

Built from the
Inside of Both Worlds.

Kelvin L. Parks executive portrait

Kelvin served as a Flag Writer for four U.S. Navy Admirals — the Yeoman entrusted with drafting official correspondence and communications at the highest levels of military operations. He has been inside the flag office. He understands how military leaders think, communicate, and lead — not from the outside looking in, but from the desk where their words were written.

Kelvin L. Parks, M.A. is a 20-year retired U.S. Navy Chief Petty Officer (Aviation Warfare) who went on to lead eight hospitals across seven states as CEO and COO — culminating in a $1.25 billion career portfolio and an appointment as a federal Senior Executive Service leader at the two-star equivalent.

He knows this transition because he made it — from the flag office to the C-suite, from military command to a national healthcare enterprise. He is a Malcolm Baldrige National Quality Examiner and recipient of the NW Arkansas Business Journal C-Suite CEO of the Year Award. He is the Founder and CEO of C3PT Executive Solutions LLC.

Now he is writing the books he was always supposed to write — and building the bridge for those who come behind.
